Steel does not, and can be cleaned properly. Second, R134A is the refrigerant, which is the standard eco-friendly choice for this class rather than an older ozone-depleting gas. Third, bimetal sensors cut the heating circuit if the hot tank overheats — two dissimilar metals bonded together that bend as they warm and physically break the contact. It is a mechanical safeguard with no electronics to fail, which on an appliance that heats water unattended for years is exactly what you want.
